The fur around her neck proved to be an interesting challenge. I laid in basic shadows with a medium sized brush, then went back with the flat color and sculpted out areas where light would hit.
I then used smaller brushes to make the clumps of fur stand out more, and again went back with the original flat color to shape the fur more.
Then I used small brushes on the Screen setting to capture the highlights in the fur, and to finish shaping it. While most of the rest of this image was done by applying shadows, and then some highlights over, this part involved more using the original base color to go back and take away shadows to define shape.

 

At this point I decided I didn't quite like the tone of the brown in her armour pieces, especially the pauldrons.
So I had to reselect that area and make some color adjustments. Then I had to repaint some of the areas; definition was lost in the adjustment.
Then I added a few really strong highlights to make the armour pop and kinda sparkle.

 

To give the cape more flair I used the leaf brush to scatter a nice pattern across the folds. I later used the same technique for the background, but with a bigger brush.
I don't know why I saved progress for the special effects from the wand, so here's a nice closeup. I used a couple of texture brushes on Screen and Color Dodge on a seperate layer to build up the effects. I used quick sweeps of my tablet pen to give the magic more movement and life. I wasn't going for a soft glow; I wanted to mimic a gust of wind as a burst of magic.
